Constitution
Article I - Name, Purpose
Section I. Name. The name of this organization shall be District Seven of the New Mexico Music Educators Association.
This district shall include all public, private, and parochial schools, K-12, within the boundaries of the Albuquerque Public Schools (APS.)
Section II. Purpose. The purpose of this organization shall be to promote the objectives of the
New Mexico Music Educators Association (NMMEA); to further the cause of music education in the schools of greater
Albuquerque; to provide representation for District Seven on the NMMEA Board of Directors; and to provide necessary
administrative procedures for the operation of said district.
Article II - Membership
All music educators working within the boundaries of District Seven who are active members of NMMEA will automatically be members of District Seven.
Article III - Officers and Government
Section I Officers. The officers of this organization shall be a President; a High School Vice President and a
Middle School Vice President for each of the following divisions: Band, Choir, and Orchestra; and a Secretary/Treasurer.
Section II Board of Directors. The Board of Directors shall consist of the officers listed in Section I. The president
shall call meetings of said board at his or her discretion. The Board shall serve to make recommendations only, the final decisions resting
with the general membership. The Board shall reserve the right to call general membership meetings when necessary. Committees may be appointed
by the President with the approval of the Board of Directors.
Article IV - Meetings
Two general membership meetings are to be held each year, one within the first three weeks of the APS school year and one within
the final month of the APS school year. Each meeting is to begin with information of interest to the general membership, and
then proceed to division meetings.
Article V - Amendments
This Constitution may be amended by a majority vote of those members present at any general meeting, provided that notification
of said change has been before the members at least thirty (30) days before the vote is taken.
By-Laws
Article I - Duties of Officers
Section I The President shall preside at all meetings of the district and shall represent the district at all times.
Section II The duties of each of the Vice Presidents shall be to assist the President; to have the duties of administering
any matters concerning their respective divisions; to communicate information of said divisions to the President and through him/her to
the membership; and to take charge of their respective division meetings.
Section III The Secretary/Treasurer shall have the responsibility of keeping accurate minutes of all meetings of the
organization. He/she shall be the custodian of all monies and give an accurate account to the membership of all money received and
disbursed. He/she shall be responsible for all necessary correspondence of the organization.
Section IV In the event of the incapacity or absence of the President, his/her duties shall temporarily be
performed by one of the High School Vice Presidents. Priority of responsibility for functioning under such circumstances shall be the following
order; (1) Vice President, Band Division; (2) Vice President, Choral Division; (3) Vice President, Orchestra Division.
Article II - Nominations and Elections
Section I The President shall appoint a Nominating Committee of three members at the beginning of the second semester
of the school year, not later than February first. The nominating committee shall present a slate of names for each of the offices. Those nominated
for president must have previously served a term as an officer. The other officers may be nominated from the general membership. The Nominating
Committee shall make its report at the spring meeting of the general membership. At this time, the President shall call for nominations from
the floor for the several offices.
Section II Voting for officers shall be by written ballot or show of hands of the general
membership at the spring meeting at which the Nominating Committee presents its report. Election shall be by a majority count of the votes cast.
Section III Newly elected officers shall take office the first day of June following their election.
Section IV All officers are to be elected for two-year terms with elections to take place in even-numbered years.
Article III - Vacancies in Office
Vacancies in any office may be filled by the Board of Directors upon the recommendation of the President.
Article IV - Relationship with Albuquerque Public Schools
The President shall work closely with the appropriate APS office in setting dates for and administering District VII events and
in planning for and conducting general membership meetings.
Article V - Activities
One of the functions of District VII shall be to discuss, organize, and administer any form of activity that fulfills the following objectives:
- Establishes high standards in the field of musical performance.
- Develops a fine sense of discrimination in musical accomplishment.
- Provides opportunity for interchange of musical and social experiences.
- Provides motivation for and recognition of music students and groups.
Students will be allowed to participate in District VII activities provided their teacher is a member of NMMEA. Students who are not
receiving instruction from an NMMEA member must find a member to sponsor them if they wish to participate in a District VII activity.
Article VI - Amendments
The By-Laws of this Association may be amended in the same manner prescribed in the Constitution, Article V.
